New Halo 2 maps have been downloaded but xbox 360 says...

...the required maps are missing for matchmaking? If you have this problem, here is the answer:On 5/9/07 the new maps were entered into matchmaking. The new maps are Tombstone and Desolation and they will be required for some of the playlists. If you had purchased them before Monday, 5/7, you will need to download them again before you can play online. Both maps will become free in early July.you can find the free maps on cd at free-auctions.net

so does this mean i can't even play match making until they become free because i dont have a credit card to pay for the new maps

All you have to do is download the 2 new maps again. You will NOT be charged and that will fix the problem. You DO NOT have to download all of the map packs, just the new one.
