Wii, PSP, or XBox. Which is a better gift for someone who likes strategy games?

Her favourite PC games are The Sims, city building games like Caesar III, and strategy games like Civilization.

None of them are that great for Strategy, as many as the others have said, PC is the best because you have such a choice, you can get Sims on PS2 and stuff but it isn't the same.
Go to IGN.com if you need anymore help trying to find a good strategy game, it's a great site with reviews/ratings/genres etc.
