What is the top racing game for Xbox?

I want to get my dad a racing game for his Xbox this christmas. There are so many out there and I am pretty dumb when it comes to video games. What is the best racing game that you can buy? I've checked out a few top ten lists and I know that Forza Motorsport was suposed to be good but the top game changes with every list. It can't be very new because they stoped making Xbox games and only make 360 now. Thanks for all your help!

You'll want PGR (Project Gotham Racing) 2 is the only one i can think of that's on the old Xbox.
